Compliance

Track the registrations and filings every company and employee needs: Corporate Tax, VAT, ILOE, medical insurance, ESR / UBO and your own checks. Give each item an owner and a follow-up date, attach the proof, and see what is still missing.

1. What Compliance is for

Compliance is one place to chase the things a UAE company must have on file: a registration, a certificate or a filing for each company, each employee and, where it matters, each dependant. Moazaf makes one item for every company or person a check applies to, and you move each item from Missing to Closed.

Compliance in the side menu (page title Compliance queues)

Each type of check is a queue. Five queues come ready to use:

  • Corporate Tax registration

    One item for
    Each company
Closes by itself when you file
    A Corporate tax registration certificate
  • VAT registration

    One item for
    Each company
Closes by itself when you file
    A VAT registration certificate
  • ILOE subscription

    One item for
    Each employee
Closes by itself when you file
    An ILOE certificate
  • Medical insurance

    One item for
    Each employee and each dependant
Closes by itself when you file
    A Health insurance card
  • ESR / UBO filing

    One item for
    Each company
Closes by itself when you file
    Nothing: you close it yourself

You can add your own queues too, for example a civil defence certificate for every company office.

Moazaf helps you keep the proof and the follow-ups. It does not give legal or tax advice and does not decide whether a rule applies to you: check with the authority or a qualified adviser. The page shows this reminder at the top.

Who can use it:

  • Owner, Admin, HR Manager, PRO / Documents Officer

    What they can do
See every queue, update items, assign people, manage the queues
  • Finance, Auditor

    What they can do
See the queues and items only
  • Line Manager, Employee

    What they can do
    No access

For a custom role, turn on the permissions in the Compliance queues group. Only people who can manage compliance appear in the Assignee list. Employees do not see this page in their self-service area.

2. Read the compliance page

The page opens on All queues, with one tab per queue. The number on each tab is how many items in it are still open.

The Compliance queues page with the queue tabs, the six counters and the list of open items

The counters above the list cover the tab you are on. Click any counter except Completion to filter the list to it:

  • Open

    What it counts
Items that are Missing, In progress or Submitted
  • Missing

    What it counts
    Items nobody has started yet
  • Submitted

    What it counts
Applications sent and waiting for the authority
  • Follow-ups overdue

    What it counts
Open items whose follow-up date has passed
  • Assigned to me

    What it counts
Open items where you are the assignee
  • Completion

    What it counts
Closed items as a share of all items, leaving out the ones marked N/A

Under the counters, filter the list by status (Open is the default, or All), by Company, by Assignee (Me, Unassigned or a person) and by Follow-up (Overdue). The search box finds a company, an employee, an employee number or a reference. Each row shows who the item is for, its Status, Assignee, Follow-up date, Reference and Evidence. Click the name to open the company or the employee.

The item statuses:

  • Missing

    Meaning
Nothing on file yet. Every new item starts here.
  • In progress

    Meaning
    Someone is working on it.
  • Submitted

    Meaning
The application or filing has gone to the authority.
  • Closed

    Meaning
Done: the proof is on file.
  • N/A

    Meaning
Does not apply to this company or person, with a written reason.

3. Set up the queues

Compliance › Manage queues

This page lists every queue: what it Applies to, which document it Closes with, its Items (open and closed) and whether items are created Automatic or Manual. The five ready-made queues carry the Built-in badge.

The list of compliance queues, with the built-in queues and one custom queue

To add your own queue:

  1. Click New queue.
  2. Type the Name (English) and the Name (Arabic).
  3. In Applies to, choose Each company or Each employee. For employees you can tick Also track each dependant.
  4. In Closing document type, choose the document that proves the check is done, or leave None (close manually).
  5. Leave Companies on All companies, or pick the companies it applies to.
  6. Keep Create items automatically and Active on, then click Save.
The compliance queue window with the names, applies to, closing document type, companies and the two switches

Moazaf then makes an item for every matching company, every employee who has not left, and every dependant if you ticked it. With Create items automatically on, new matching companies and employees get their items in Moazaf's daily check early each morning, or sooner when someone who can manage compliance opens the compliance page. With it off, click Generate items on the queue row whenever you want to add the missing items. Generate items also closes any items whose document is already on file.

  • Edit any queue with the pencil. In the built-in queues you can change the names, the closing document, the companies and the switches, but not what they apply to.
  • Turn off Active to stop a queue. It leaves the tabs and gets no new items.
  • Built-in queues cannot be deleted. Your own queues can: Delete removes the queue with all its items and evidence files, and cannot be undone.

4. Work on an item and mark it done

Open the queue tab, find the item and click Update on its row.

The Update compliance item window with status, assignee, follow-up date, reference, notes and evidence files
  1. Set the Status: In progress while you work on it, Submitted once it has gone to the authority.
  2. Pick the Assignee: the person who chases it.
  3. Set a Follow-up date. The assignee is reminded on this date.
  4. Type the Reference: the TRN, application or policy number.
  5. Add Internal notes for your team, and upload Evidence files: PDF, photos (JPG, PNG, WEBP or HEIC), Word or Excel, up to 15 MB each.
  6. Click Save. You see Compliance item updated.

Marking it done. There are two ways:

  • By itself, from the document. When the queue has a closing document type, add that document for the company, employee or dependant in Documents, with its scan attached. The item turns Closed on its own and shows Closed from document, with a link to the document under Evidence. A document without a file, or a cancelled one, does not close it.
  • By hand. Set the Status to Closed and save. Attach the proof in Evidence files first, so anyone can see why it was closed.
A queue with items in progress, submitted, not applicable and one closed from a document

When a check does not apply (for example a company that does not need to register for VAT), set the Status to N/A. A Reason it does not apply box appears and must be filled in. N/A items leave the open list and do not count against Completion.

Use the Reference field for the number you will be asked for later. The search box on the page finds items by reference.

5. Assign or update many items at once

To hand a whole queue to one person, or to move many items in one go:

  1. Tick the items, or tick the box in the header to select every item on the page.
  2. In the bar that appears, choose a person in Assign to (or Unassigned) and, if you want, a new status in Set status. Leave Keep as is for what should not change.
  3. Click Apply. Clear selection closes the bar without changing anything.
Two items selected, with the bar to assign them and set their status

The bar can set Missing, In progress, Submitted or Closed. N/A needs a reason, so set it one item at a time with Update.

6. Due dates and reminders

Moazaf sends two kinds of compliance notifications to the assignee: in the bell inside Moazaf (unless they turned in-app notifications off), and by web push, WhatsApp or SMS when they turned those on in their notification settings and the workspace offers them:

  • Assigned to you. When someone else assigns you items, you get Compliance items assigned with a link to your items. Assigning yourself sends nothing.
  • Follow-up due. Early each morning (UAE time), Moazaf checks every open item. When its Follow-up date has arrived, the assignee gets Compliance follow-up with a link to their overdue items.

The follow-up reminder is sent once for each date. To be reminded again, set a new Follow-up date. Items with no assignee, and items that are Closed or N/A, never send a reminder. From the day after the follow-up date, the item counts in Follow-ups overdue until you move the date or close it.

Each morning, click Follow-ups overdue, then choose Me in the Assignee filter: that is your to-do list. Clicking another counter replaces the filter you picked.

Expiry dates (trade licence, establishment card, insurance cards) belong to the documents themselves, and their renewal reminders come from Documents. A compliance item is about having the registration or certificate on file, not about its expiry date.

7. One company: licence and establishment card

Companies › open a company › Compliance tab

This tab puts everything about one company in one place:

  • Compliance queues: the company's own items, with their status, reference and assignee. Open compliance queues opens the full page filtered to this company.
  • Company documents and All documents under this company: how many documents are on file, Expired, Expiring in 30 days, In renewal, Missing scan and Missing mandatory.
  • Needs attention: expired documents and those expiring within 30 days, soonest first.
  • Key dates: the Trade licence and Establishment card expiry, with the days left.
  • Missing mandatory company documents, each with an Add button if you can create documents for this company.
A company's Compliance tab with its compliance items, document counters and key dates for the trade licence and establishment card

The Key dates update by themselves when you file a new Trade licence or Establishment card document for the company.

8. Common questions

  • Why is an item still Missing when we have the certificate?

    Answer
An item closes by itself only when the matching document is on file with a scan attached. Open the document in Documents, upload the scan, and the item closes.
  • I set an item back to In progress and it closed again.

    Answer
The closing document is still on file with a scan, so Moazaf closes the item again. Cancel or replace the document if it is wrong.
  • An employee left. What happens to their items?

    Answer
Once the employee's status is Former employee, they get no new items and their items drop out of the compliance lists and counters. If you want a record, close their items or mark them N/A with a reason before you change the status.
  • Can I delete a built-in queue I do not need?

    Answer
No. Turn off Active in Manage queues instead. It leaves the tabs and stops making items.
  • Why can I not choose a colleague as Assignee?

    Answer
Only people whose role can manage compliance appear there: Owner, Admin, HR Manager, PRO / Documents Officer, or a custom role with that permission.
  • Does Moazaf tell me if my company needs VAT or Corporate Tax?

    Answer
No. Moazaf tracks the proof and the follow-ups only. Check the rules with the Federal Tax Authority or your adviser, and mark items N/A with a reason when a check does not apply.
  • Something looks wrong. Who do I ask?

    Answer
Email support@moazaf.com with the company or employee name and the queue.
